摘要 本文以旅检通关监管业务为研究对象,通过构建发生学模型、分析新技术的"革命因素",纵向演绎从技术应用到制度、理念、管理创新的实现路径和主体架构,并通过横向演绎"旅客通关、现场监管、中心管控"事件行为的发生,对其进行印证和完善。实现了以"行邮指挥中心+五套智能应用"为核心的物联网路径,和以旅客自主申报、自助通关,现场智能处置、中心全面管控为理念的ISAC通关监管模式,以及决策执行模式、职能事权配置、机构岗位设置等方面的创新实践和探索。 The article looks into the customs control in the clearance of passengers. By establishing a phylogenetic model, the article analyzes the "revolutionary factors " for the new technology, A vertical elaboration is made on the realizing pathways and main architecture from technological application to institutional, philosophical and managerial innovations, Correspondingly, a horizontal elaboration is also made on the genesis of the events including "passenger clearance,control on the field and surveillance in the center". Under this model,it is possible to set up the Internet of Thingsbased on the "Monitoring Center of Luggage and Postal Consignments + five smart applications",to establish the ISAC Clearance Model featuring self declaration, self-service clearance, smart field operation and comprehensive control by the center,and to carry out new models of policy implementation,division of functions and design of posts.
