乡村振兴与乡村旅游发展:以上海为例

Rural Revival and Rural Tourism Development: A Case of Shanghai

乡村旅游是乡村振兴的重要动力,也是当前我国及上海增强农村活力,发展现代农业,促进农民增收的一个重要领域。本文从乡村旅游一般概念和分类入手,理清了乡村旅游与休闲农业、城市旅游、风景名胜区旅游的关系,继而从上海乡村旅游发展现状、特征和方向切入,提出上海发展乡村旅游需要进一步推进的九方面综合策略,包括推进上海的镇村建设,加强乡村旅游规划,加强乡村旅游景点策划,加强乡村旅游景点建设用地配置,充分发挥市场经营机制,加强乡村旅游景点推介和品牌建设,加强乡村旅游行业标准建设,加强乡村旅游行业协会建设和公共网站建设,明确和完善乡村旅游政府部门分工和政府统计等。

Rural tourism is important in China and its Shanghai to enhance rural vitality, develop modern agriculture and promote farmers＇ income. This paper starts from the general concept and classifcation of rural tourism, and clarifes the relationship between rural tourism and leisure agriculture, urban tourism and scenic tourism. Then, it starts from the present situation, characteristics and direction of rural tourism development in Shanghai. It is pointed out that the development of rural tourism in Shanghai needs to be further promoted by 9 policy measures, including the promotion of Shanghai＇s town and village construction, strengthening the rural tourism planning, the rural tourism attractions planning and the rural tourist attractions construction land allocation, giving full play to the market management mechanism, strengthening rural tourism attractions promotion and brand building, strengthening rural tourism Industry standards construction, strengthening the construction of rural tourism industry associations and public website construction, clearing and improving the rural tourism government division of labor and government statistics.
