创新型人才是建设创新型国家的最稀缺资源。发达国家大力实施人才竞争战略,发挥政府作用,引导资源向科技创新倾斜,不断加大资金投入对创新型人才的激励作用,努力完善制度环境对创新型人才的保障作用,拓宽创新型人才的孵化和成长途径,取得成效。
Innovative talent is the most scarce resource fo r building a new type of country . Developed coun-tries vigorously implement the talent competition strategy. They play the role of the government to guide re-sources to the innovation of science and technology,and constantly increase the incentive effect of capital invest-ment on innovative talents. They strive to improve the inst itut io na l environment fo r the development of innova-tive talent and expand the way of innovative talent growth to achieve results.
