Study on Legislation of Public Cultural Facilities

公共文化设施是公共文化服务的基础平台和重要载体。目前,我国公共文化设施存在着设施体系薄弱、吸引力不够且使用不平等、农村公共文化设施落后、设施建设标准较低且设施布局缺乏整体规划等问题。我国现有公共文化设施立法存在立法体系不完善、对法律后果的规定不完善、立法对设施的监督机制规定不健全等问题,针对上述问题提出完善立法体系、进行分类立法、完善立法内容和对公共文化设施的监督等立法建议,希望对公共文化设施立法的完善有所帮助。

Public cultural facilities are basic platforms and important carriers of public cultural services. At present, the facility system of China＇s public cultural facilities is weak; the attraction is inadequate and the utilization is unequal; the rural public cultural facilities and facilities construction standards are low and the facility layout lacks overall planning. The existing problems of public cultural facilities in China include the imperfect legislation system and the provisions of the legal consequences and the provisions of the facilities＇ supervision mechanism. As a result, legislative suggestions are put forward on how to perfect the legislative system, classification of legislation and the legislation content and public cultural facilities supervision, hoping help improve the legislation of public cultural facilities.
