国家治理现代化视阈下党的网络执政能力建设研究

The Construction of the Party's Internet Governing Capacity from the Perspective of the Modernization of National Governance

互联网时代,网络执政能力建设成为党执政能力建设的重要组成部分,亦是国家治理现代化的现实要求。网络在为党的执政能力建设带来机遇的同时,也不可避免地带来巨大的挑战。在国家治理现代化的目标要求下,党必须直面挑战,紧抓意识形态工作,消除国内数字鸿沟,争取国际互联网治理话语权,提高党的领导干部网络履职水平,完善法律法规,引导形成行业自律,建立公众网络心理疏导机制,增强公民网络政治参与道德感,共同构建清朗的网络环境。

In the Internet era,the Internet capacity is the corn content for CPC’s governing capacity construction,and it is the realistic requirement of the modernization of national governance. Internet not only brings about opportunities,but also great challenges. In the national governance modernization goals,CPC must face the challenge and do the ideological work,eliminate the digital divide,strive for the international Internet governance discourse,improve leaders’ Internet level,improve laws and regulations,establish industry self-regulation,establish the counseling mechanism of public network psychology,and strengthen the citizens’ morality sense of network political participation. Its aim is to build a clear network environment.
