十二五中期地方政府债务规模问题研究

Research on the Debt Scale of Local Governments in the Mid-Twelfth Five-Year Plan Period

我国地方政府债务的急剧增加是在2008年以后,现阶段地方政府债务总额庞大,特别是部分地区的债务规模已经是其地方财政收入的数倍,远超过了其正常的偿还能力。研究地方政府债务规模问题,要从地方政府债务现状分析出发,通过运用地方政府债务最适规模模型,将实际债务情况与最适债务情况对比,找出地方政府债务规模存在的问题,并且基于我国的现实情况,找出地方政府债务的成因。并以此为基础,提出解决地方政府债务规模问题的政策建议。

The scale of the local government debt has increased sharply since 2008,and now,the total number of the local government debt is large,especially the scale of debt in some regions of China is several times as large as the local fiscal revenue is now. In order to study the scale of the local government debt problem,we should start from the analysis of the current situation of the local government debt,and we should compare the actual debt situation and the optimal debt situation by the optimal scale model of the local government debt,then find problems of the scale of the local government debt and the causes of local government debt. And we can put forward some policy recommendations to resolve problems.
