Combination of Party Governance by Regulations and by Morality:Value,Dilemma and Approaches

依规治党与以德治党相结合是贯彻和落实全面从严治党的行动法则和践行路径。然而,如何准确诠释依规治党与以德治党的"治理"价值,科学解读其方法论意义及其实践路径是需要不断深化基本理论研究的重大问题。从国家治理现代化的视域,以问题为导向,探析其"治理"价值意蕴、认知偏见及其方法困境,通过党规的合法性与合伦理性的协同、德治与法治的协同、理想信念教育与法治意识教育的协同,全面推动依规治党与以德治党协同治理的党的治理现代化进程。

The combination of the party governance by regulations and by morality is the code of conduct and the approach of practice for fully implementing strict governance of the party. However, how to accurately interpret the value of ＂governance＂ of party by regulations and by morality and how to scientifically interpret their methodological meanings and practice approaches are significant issues requiting constantly deepening the study of basic theory. In the paper, the author tries to analyze the connota- tion, cognitive bias and the dilemma of its ＂governance＂ from the perspective of national governance modernization and problem - oriented guidance. Then, we put forward the following suggestions, the coordination of legitimacy of party rules with ethical rules, the cooperation of party administration by regulations and by morality, the coordination of the education of ideal and belief with education of legality, so as to promote fully the process of governance modernization of the party by regulations coordinated with by morality.
