城市是一个有机生命体,具有生老病死及蜕变的生命特征。深圳创造现代城市发展奇迹的同时,也率先遇到了资源瓶颈和功能结构失衡的发展难题。作为全国创新型城市之一的深圳敢于先行先试,2016年城市更新实行强区放权,罗湖作为改革试点率先启动。实施强区放权是化解城市发展瓶颈、增强城市未来竞争力的重大举措。

Shenzhen, one of the nation＇s innovative cities, dared to take the lead in pilot projects. In 2016, the city renewal implemented the empowerment of the government and district strengthening and Luohu District took the lead in launching the reform pilot project. The implementation of decentralization in district strengthening is a major measure to resolve the bottleneck of urban development and enhance the competitiveness of cities in the future.
