中国草原生态文明建设的思路及对策探讨

Thoughts and Countermeasures of the Construction of Chinese Grassland Ecological Civilization

认清我国草原生态文明建设形势,明确草原生态文明建设的战略思路,从国家战略层面提出加强草原生态文明建设的对策,既是我国草原生态文明建设和国家生态安全亟待解决的现实问题,更是中国特色社会主义事业"五位一体"建设战略大局成败的关键之举。本文在系统梳理我国草原生态文明建设成就的基础上,从四个方面分析我国草原生态文明建设中的深层次矛盾和困境,明确草原的战略属性和生态文明建设的基本思路,系统提出高度重视草原资源的战略地位、加大草原生态文明制度建设力度、促进经济和草原生态保护协调发展等对策建议。

To realize the situation of the grassland ecological civilization construction, to clarify the strategy of grassland ecological civilization construction, to be proposed to strengthen grassland ecological civilization construction from the national strategic level is not only to solve urgently the reality problem of grassland ecological civilization construction and national ecological security, but also to make significant influence on socialism with Chinese characteristics including ＂five-in-one＂ construction strategy. This paper expounds the deep contradictions and problems in the construction of grassland ecological civilization in four respects on the base of summarizing the achievements in our country, to clarify the strategy property and the basic thoughts of ecological civilization construction on grassland, and also to put forward the importance of realizing grassland resources systematically, to strengthen grassland ecological civilization system construction, to promote economy development and grassland ecological protection coordinated development.
