摘要
在安全效能成本(safety efficiency cost,SEC)评估方法基础上,提出一种新的面向电网规划方案比选的全寿命周期SEC评估模型及分析方法。首先构建适用于电网规划方案比选的全寿命周期SEC评估指标体系,给出各项指标的定义及分析计算方法,同时提出反映电网增供电能力的输电能力指标及其计算方法;然后提出一种新的确定电网全寿命周期评估年限的方法,并将其应用于电网全寿命周期SEC的评估中。最后以IEEE-RTS79系统为基础构建不同的电网规划方案,分别基于该文所提电网SEC评估模型及传统SEC评估模型进行测试分析,比较不同SEC评估模型的差异并分析原因,同时论证该文方法的有效性。
On the basis of safety efficiency cost (SEC) evaluation method, a new evaluation model and corresponding analysis method for the life cycle SEC of power network planning was proposed. A life cycle SEC evaluation index system for power network planning evaluation was established, and the definition and analysis method of each index was proposed. The power transfer capability index and its calculation method were proposed to reflect the maximum load capability of power network. A new method to determine the span of life cycle evaluation was proposed, and its application in the life cycle SEC evaluation of power network was presented. Finally, different power network planning schemes were designed for analysis by modifying IEEE-RTS79 test system. The analysis results based on the proposed SEC evaluation model and traditional ones were compared. The cause of discrepancy was explained and the validity of this proposed method was verified.
