摘要
有效的农村"两委"干部激励是实现我国农村贫困地区精准扶贫、建设小康社会的关键因素之一。农村贫困地区"两委"干部激励存在薪酬待遇低、激励手段单一、干部退职后缺乏生活保障等问题。应延长农村"两委"干部任职年限、优化农村"两委"干部薪酬结构、建立培训机制、完善农村"两委"干部退职保障体系、实施愿景激励等,以充分发挥农村"两委"干部在精准扶贫、全面建成小康社会中的重要作用。
The"two committees"cadre incentive effectively is one of the key factors of targeted poverty reduction and build moderately prosperous society in poor rural areas.There are some questions of"two committees"cadres incentive in poor rural areas such as low salaries,single means of encouragement,cadre retirement security lack of life issues.We should take some following measures:extend the rural"two committees"cadre tenure,optimize the rural"two committees"cadre salary structure,establish training mechanism,improve the rural"two committees"cadre retirement security system,the implementation of vision incentive,so that the"two committees"cadres can paly a fully important part in the targeted poverty reduction and building moderately prosperous society.
