电网大中型基建项目投资评估研究

电网发展需要上马大中型基建项目,也就需要对这些投资项目进行科学的多维度评价,进而在项目资金有限的约束条件下对项目进行择优排序投资。这些投资项目的上马不仅带来自身的经济技术效益,也会对电网整体的经济技术指标带来改善,同时项目投资效益的取得也依赖于项目管理水平与企业整体的管理水平。应用平衡计分法到电网负荷基建项目投资领域,从项目自身投入产出指标、项目投资溢出效应、项目所属电网企业既往项目管理水平、项目所属电网企业整体经济技术指标4个维度选取指标对电网大中型基建新增负荷项目进行评价。该评价模型创新性地将电网单个项目与电网整体效益结合,并将前评估与后评估融合在一起,此对各级电网企业提升基建项目投资管理水平有一定的借鉴意义。

The development of power grid requires large and medium-sized infrastructure projects,and it is necessary to make a scientific and multidimensional evaluation of these investment projects.These investment projects not only bring economic benefits,but also economic and technical index of the whole grid will be improved,the project investment benefits at the same time also depends on the level of project management and enterprise management level.The balanced scorecard method was applied to the power grid construction project investment,indexes of the above four dimensions,the project itself input and output indicators,project investment spillover effect,the project belongs to the power grid enterprise previous project management level,the project belongs to the grid enterprise overall economic and technical indicators,were selected to evaluate the newly added load items of large and medium scale infrastructure projects.The evaluation model innovatively combines the single power grid project with the overall benefits of the grid,and combines the pre evaluation and post evaluation,which has certain reference significance for all levels of power grid enterprises to improve the level of infrastructure project investment management.
