摘要
目的了解基本公共卫生服务妇幼健康管理在广州市花都区的实施情况与存在问题,并提出合理化对策建议。方法对全区16家承担基本公共卫生服务的单位进行问卷调查,并分析问题根源。结果广州市花都区妇幼健康管理服务人口较中心城区分散,服务难度大;从事妇幼工作的人员结构不合理,存在结构性缺员;妇幼人员队伍不稳定,影响妇幼健康管理工作的提供;绩效分配制度不成熟,不能体现工作量与收入挂钩;工作效率低、工作成本高于经费投入。结论建立合理的绩效工资制度、提高妇幼人员素质是提高妇幼健康管理质量的关键。
Objective To investigate the implementation and related problems in providing basic health service for women and children in Huadu District,Guangzhou and propose correspondent suggestions. Methods Sixteen institutions that provide basic public health service in Huadu District were surveyed by questionnaire. The source of difficulty in providing basic public health service was analyzed. Results The dispersed population in Huadu District made it difficult for those institutions to manage and provide health services for women and children. The personnel structure of those institutions was unreasonable that the number of working staff was not enough to deliver the work. The instability among working staff compromised their service quality. The immature performance-distributing system failed to link workload to payment. The low working efficiency made the working cost higher than financial investment. Conclusion The key to improve quality of women and children health management is to establish a reasonable performance wage system and improve staff's overall quality.
