摘要
目前,高新区的治理或以政府主导的治理路径或以市场主导的治理路径,这种单一的治理模式逐渐暴露出很多问题,需要探索一种综合的高科技园区的治理模式。以中关村软件园为例,对其提出的企业参与式的业主自主治理路径进行理论总结,通过结构方程模型分析该治理路径对园区治理绩效是否有效。研究表明:业主自治的内部和外部机制均对高新区治理绩效有积极影响,业主自治治理路径可为其他园区治理提供借鉴。
At present,the governance of high-tech zone is led by government or market,this simply model of governance gradually exposed many problems,so it is need to explore an integrated governance model of high-tech zones. As a case of Zhongguancun Software Park,this paper summarizes the owner autonomy path of industries participation,verifying the effectiveness of the performance by structural equation model. It shows that the internal and external mechanism of the owner autonomy has a positive effect on the performance of the high-tech zone. The owner autonomous path can provide reference for other high-tech zone.
