南京远郊申请经济扶助老人综合能力调查及影响因素分析

Comprehensive ability survey of elderly applying for economic assistance in outskirts of Nanjing and influencing factors aralysis

[目的]了解南京远郊地区申请政府经济扶助老人的综合能力状况,分析影响老人失能等级的因素。[方法]采用民政部2013版老年人能力评估表对南京六合区申请政府经济扶助的402名老人进行综合能力调查,分析影响老人失能等级的因素。[结果]综合能力处于轻度、中度、重度失能状态的老人分别占15.9%,37.3%,46.8%;日常生活活动、感知觉与沟通、社会参与3个维度中度受损病人占比最高,精神状态维度轻度受损病人占比最高;回归分析发现,女性比男性的失能程度重;与非直系亲属或非亲属居住的老人比独居、与配偶或子女同住的老人失能程度重;有脑血管病或痴呆的老人比没有脑血管病或痴呆的老人失能程度重。[结论]南京远郊地区申请政府经济扶助的老人整体能力较差,政府应建立长效机制替代简单经济扶助,尤其应加强对老年女性、与非直系亲属或非亲属同住老人的关心,预防失能的发生,延缓失能等级的加重。

Objective:To understand the comprehensive ability status quo of elderly applying for government economic assistance in outskirts of Nanjing and analyze the factors affecting the level of disability elderly.Methods:The comprehensive ability of 402 elderly people who applied for the government'economic assistance in Liuhe district of Nanjing was investigated by the 2013 edition of the Ministry of Civil Affairs elderly capacity assessment form,and the factors influencing the disability level of the elderly were analyzed.Results:The elderly with mild,moderate and severe disability accounted respectively for 15.9%,37.3% and 46.8%.The 3 dimensions of activities of daily living,perception and communication and social participation were the highest in patients with moderate damage and the proportion of patients with mild mental impairment was the highest.The regression analysis found that the degree of disability in women was more heavy than that in men.The elderly who lived with non direct relatives or non relatives were more incompetent than those who lived alone or lived with their spouses or children.Elderly with cerebrovascular disease or dementia were more incompetent than those without cerebrovascular disease or dementia.Conclusion:The overall ability of the elderly applying for government economic assistance was poor in the outskirts of Nanjing,and the government should establish a long-term mechanism to replace simple economic assistance.In particular,we should strengthen the care of elderly women,the elderly living with non direct relatives or non relatives,prevent the occurrence of disability and delay the aggravation of the level of disability.
