中国能源安全的目标导向评估

Goal-oriented assessment of China's energy security

从能源安全的稳定性、经济性和清洁性"三性"定义出发,结合中国实际,以市场条件和开放条件为前提,以"中国梦"、《巴黎协定》和应对局部冲突为目标,构建评估中国能源安全的方法体系。分析中国能源的刚性需求和结构,以及不同情景下中国的能源供应能否满足刚性需求,评估中国煤炭、石油、天然气、非化石四类能源"三性"安全,提出保障中国能源安全的相关建议。

Based on energy security definition of three aspects such as stability, economy and cleanliness, this article, combining with China＇s reality, takes market conditions and openness as the prerequisite, builds up the assessment method system for China＇s energy security with the goal of ＂Chinese Dream＂, ＂Paris Agreement＂ and ＂dealing with local conflicts＂. It analyzes the rigid demand and structure of China＇s energy with different scenarios＇ assesses stability, economy and cleanliness of coal, oil, natural gas and non-fossil fuels, and puts forward the pertinent suggestions for China＇s energy security.
