“微警务”视域下公众参与社会治安治理的困境及进路

The Dilemma and Approach of Public Participation in Social Security Governance: An Analysis from the Perspective of Micro Policing

"微警务"是公安机关在互联网背景下的警务模式创新,是公安机关职能延伸的有效抓手,也是公众参与社会治安治理的重要载体。目前"微警务"的功能定位具有局限性,导致公民参与社会治安治理过程中存在社会基础薄弱、管理体制不健全、公民参与意识不强和预期效果不够的问题。通过扎实有效的措施构建和完善"微警务"的体制机制,进一步拓宽和建设公民参与社会治安治理的进路,为实现公安机关社会管理创新提供动力和支撑。

Micro policing is policing model innovation in the context of the Internet. It is an effective way to extend the functions of the public security organs and an important carrier of public participation in social security. The function of positioning micro policing has limitations, leading to weak social basis, imperfect management sys- tem, weak participation consciousness and insufficient effect in the process of citizens＇ participation in social secur- ity. We should take effective measures to construct and perfect the system and mechanism of micro policing, further broaden and construct approach to citizen participation in social security, provide impetus and support for the im- plementation of the innovation of social management of public security organs.
