同性恋性犯罪是同性恋者实施的性犯罪和因同性恋而导致的其他性犯罪,具有手段多样性、年龄阶段性、犯罪主体特殊性、作案方式隐蔽性的特点。我国近年来报道的同性恋性犯罪案件呈逐步上升趋势,给公安机关侦查和预防该类案件带来了挑战。公安机关要在建立健全法律体系的基础上,树立正确的社会舆论导向、建立特殊侦查程序、转变侦查思维方式、加强高危人群管控、建立应急方案等方式实现对同性恋性犯罪案件的侦查与防控。
