创新创业人才政策效能评价研究——以镇江为例

The Evaluation Research of Innovative Entrepreneurial Talent Policy Effectiveness——Taking Zhenjiang as an Example

创新创业人才是创新创业事业的开拓者、缔造者,是推动经济转型升级的核心。江苏镇江高度重视创新创业人才引进与培养工作。从公共政策理论出发,构建了由效益性指标、协调性指标和公正性指标构成的评价指标体系,在数据收集的基础上对镇江创新创业人才政策效能进行了评价分析,研究发现:镇江创新创业人才政策效能已经逐步得以显现,政策的公正性较好,协调性部分环节需要加强,效益性分化明显。

Innovation entrepreneurship is a pioneer and founder of business enterprise, and it is also the core of promoting economic transformation and upgrading. Zhenjiang municipal government attaches great importance to the introduction and training of creative talents. On public policy theory, this study constructed the evaluation index system which is consisted with profitability index, coordination index and impartiality index . On the basis of the data collection, we analyze and evaluate Zhenjiang innovative entrepreneurial talent effectiveness. Study shows that Zhenjiang innovative entrepreneurial talent policy effectiveness has been gradually to emerge with strong policy fairness. However, coordination parts need to be strengthened, and the benefit differentiation is obvious.
