基于传递影响的黄河省界断面水污染责任界定 被引量:2

摘要 利用黄河干流水文、水质、取耗水、排污等监测数据,考虑区间污染负荷输入、污染物在水体中稀释扩散和衰减等要素,根据水环境自身演变规律,以省界断面水体COD、氨氮浓度为主要因子,结合水资源管理需求划分时间单元,构建水污染损害责任模型,实现上游及本地超标取水、排污对下游省(区)出境断面水质超标贡献率的量化,从而界定损害责任关系。研究成果可为我国全面开展流域水环境补偿相关损益核算提供实用的评估方法。 Making use of the existing monitoring results, such as the data of hydrology,water quality,water consumption, pollution discharge, etc.,according to the law of water environment evolution,the pollutant input,dilution diffusion in water,attenuation taken into account ,COD,ammonia nitrogen concentration in the provincial boundary cross sections as the main research factors,combined withthe requirements of water resources management to deternine the time units,the model of water pollution responsibility partition had been set u p, so the influence of upstream and local exceed standard water consumption and pollution discharge on the downstream,and the contribution rate had been obtain quantitatively to define the damage responsibility relationship. The study results could provide the practical evaluation method of water environment compensation.
