完善监督体系,净化党内政治生态——以列宁时期俄共(布)监督制度为历史考察

Perfecting the Supervision System to Purify the Inner-Party's Political Ecology——A Historical Investigation of the Russian Communist Party(Bolshevik)Supervision System in the Period of Lenin

党内政治生态集中折射党员干部的党性修养和工作作风,是衡量党的建设水平,关系人心向背和执政地位的重要指标。完善党内监督和党外监督相结合的民主监督体系是净化党内政治生态的必要保障,是约束党内主体行为的必然选择,是推动发扬党内民主的有效路径,是维护执政党团结的重要举措。以俄共(布)"四位一体"监督制度的发展为历史借鉴,当前完善民主监督体系以营造风清气正的政治生态,就必须健全自上而下和自下而上相结合的配套监督体系,营造民主监督与党内民主相互促进的良好局面,坚持以完善的监督体系推动落实全面从严治党。

The Party＇s political ecology concentrates on party members＇ and cadre＇s party spirit cultivation and work style,which is an important index to measure the party＇s construction level and the relationship between the people and the party＇s ruling position. Perfecting the democratic supervision system combining the inner-party supervision and the non-party supervision is the necessary to guarantee to purify the political ecology of the party. It is an inevitable way to restrict the behaviors of the party members and cadres, to effective promote the inner-party democracy and to maintain the unity of the ruling party . By studying the development of the ＂four-in-one＂ supervision system of the Russian Communist Party （Bolshevik） ,we can learn it is necessary to perfect the top-down and bottom-up combination of the current democratic supervi- sion system,it is necessary to create a good political climate with democratic supervision and inner-party democracy mutual promotion, and it is necessary to perfect supervision system to promote the implementation of a comprehensive strict rule of the party.
