军民融合科技创新资源共享机制研究

Study on Sci-tech Innovation Resource Sharing Mechanism under Civil-military Integration Development

本文以公共产品理论和激励相容理论为基础,重点探讨了军民融合视角下科技创新资源共享的机制问题。提出了军民科技创新资源共享的两个前提,设计了军民融合创新资源共享的动力模型,并据此设计了促进军民融合科技创新资源共享的四项机制:信息共享机制、利益激励机制、资源整合机制和监督管理机制,实现创新资源共享过程中不同利益主体目标函数的一致化,提升资源共享效率。

This paper, based on theories of public product and incentive compatibility, focuses on sci-tech innovation resources sharing mechanism under the perspective of civil-military integration. It put forwards two premises for civil-military sci-tech innovation resource sharing and designs related dynamic model. Besides, it correspondingly designs four mechanisms such as information sharing mechanism, interest incentive mechanism, resource integration mechanism and supervising ＆ administration mechanism to promote civil-military integrated sci-tech innovation resource sharing in order to unify target function of various stakeholders involved in the innovation resource sharing process and improve the efficiency of resource sharing.
