基于多层AHP-FCE评价模型的土地整治重大工程效益评价研究

Benefit Analysis and Evaluation of the Key Land Consolidation and Readjustment Projects

土地整治重大工程的实施在保障国家粮食安全、促进城乡统筹发展、改善农村生产生活条件、促进生态文明建设以及全面建成小康社会中发挥着重要作用。就湖北省南水北调汉江沿线土地开发整理重大工程为例,从经济效益、社会效益、生态效益三个方面提取出准则层9项、方案层34项的效益评价指标体系。针对效益评价运用层次分析法(AHP)分别确定不同的指标权重,用多层模糊综合评价法(Multi-FCE)对3大效益分别进行评分,提出指标贡献度的概念,并应用该成果对效益评价进行分析,建立对土地整治重大工程效益的AHP-FCE量化评价模型。研究结果表明:土地整治重大工程的实施能够增加有效耕地面积,提高耕地质量,有效控制水土流失,改善农村人居环境及提高农民生活水平;AHP-FCE模型的评价体系能够较为全面的覆盖土地整治重大工程的各个效益点,客观反映重大工程项目效益实际情况,评价更具科学合理、系统与可靠性;经济效益、社会效益与生态效益具有相互促进或相互牵制的特点。研究对土地整治重大工程效益评价具有一定的理论价值和生产实际意义。

The implementation of the key land consolidation and readjustment projects plays a significant role in ensuring national food security,pushing balanced development of rural and urban development,improving rural working and living conditions,promoting the construction of ecological civilization and completing the building of a moderately prosperous society.In this study,a case study of the Hubei key land consolidation and readjustment project along the Han River was conducted,this project is in the middle route of the south-tonorth water transfer project.A three level benefit evaluation index system with 3 target layer factors,9 criterion layer factors and 34 scheme layer factors was extracted. The benefit evaluation model construction method was as follows. Firstly,with the help of Analytical Hierarchy Process（ AHP）,different sets of index weights were calculated between 9 criterion layer indicators and 3 target layer factors respectively.And then the multi-ACE method was used to grade the three major benefits separately,which reflected the different effects of all factors on the three major benefits.Finally,the concept of index contribution degree was proposed to analyze the benefit evaluation,an AHP-FCE evaluation model was established. The results showed that the implementation of the key land consolidation and readjustment projects increased the area of effective cultivated land,improved the quality of cultivated land,effectively controlled soil and water loss,improved the rural living environment and improve the living standard of farmers.The evaluation system of AHP-FCE model could comprehensively cover all the benefit points of the key land consolidation and readjustment projects,objectively reflect the actual situation of major project benefits.The evaluation is more scientific and reasonable,systematic and reliabe.The economic,social and ecological benefits have the characteristics of mutual promotion or mutual containment. This paper has certain theoretic value and the practical significance in benefit evaluation of key land consolidation and readjustment projects.
