摘要
作为我国研究生培养机制改革的核心举措,以科研为主导的导师负责制与资助制自试点实施以来取得了积极成效,但实施过程中也不乏质疑之声,尤其是针对其带来的人文学科发展困境。基于此,运用理性选择制度主义分析框架对导师负责制与资助制的改革实施进行系统分析,发现政策设计的不完善下,不同主体基于各自偏好的理性行为导致导师资助制在人文学科本土适应问题、实施公平与效率问题突出。为发挥政策实施绩效,应重视学科差异,完善舞台设计。
As the core measures to the reforms for graduates training mechanism,tutor-responsible and tutorsubsidizing systems have achieved certain positive results,though there are still doubts and challenges during the the process of implementation,especially for the dilemma in the development of the humanities.This paper attempts to analyze tutor-responsible and tutor-subsidizing systems and their implementation by using the rational choice of institutional analysis framework,and finds out that due to the imperfection of the policy design,the rational choice of different subjects based on their preference leads to the policy implementation problems of efficiency,fairness and system adaptability in the humanities.Therefore,to fulfill the policy performance,the perfect design for the stage of action should firstly be taken into consideration as well as the difference among disciplines.
