江苏沿海高校涉海卓越法律人才培养的现状、问题与对策——以淮海工学院为例

Status Quo,Problems and Countermeasures in the Process of Cultivating Outstanding Legal Talents Involved in Marine Issues in Jiangsu Coastal Universities——Taking Huaihai Institue of Technology as An Example

2011年《关于实施卓越法律人才教育培养计划的若干意见》的出台为新时期法学高等教育的改革与发展指明了方向,开启了全国卓越法律人才培养的新局面。江苏沿海高校中设有法学本科专业的仅有两所学校,其中淮海工学院自2008年起在涉海法律人才培养方面开展了初步探索,但总体发展较为缓慢、发展水平较低,与卓越法律人才培养的目标要求和实现江苏海洋经济跨越式发展的需要相比仍存在较大差距。文章分别从人才培养目标定位、人才培养模式、课程体系建设和实践教学环节设置等方面分析了江苏沿海高校涉海卓越法律人才培养存在的问题,并提出创新发展的相应策略,以提高涉海法律人才培养质量,助力江苏沿海开发。

In 2011,the introduction of A Number of Opinions on the Implementation of the Education Training Plan for the Excellent Legal Talents have pointed out the direction for the reform and development of education in the new era.It has opened up a new situation for the cultivation of outstanding legal talents in China.There are only two schools in the coastal universities of Jiangsu province which have law major.One of the them,The Huaihai Institute of Technology has conducted a preliminary exploration on the cultivation of legal talents about the sea since 2008.But the overall development is relatively slow and the development level is low.There is still a great gap between the requirements of the cultivation of excellent legal talents and the need to realize the leap-forward development of Jiangsu Marine economy.The article analyzed the problems existing in Jiangsu coastal colleges and universities＇ cultivation of outstanding legal talents about the ocean from the following aspects,such as training target,training mode,curriculum system construction,the settings of practice teaching link,and so on.What＇s more,it also put forward the corresponding strategy of innovation development to improve the quality of personnel training in maritime law and help Jiangsu coastal development.
