刑事政策与犯罪学作为刑事科学的内部分支,二者从产生之初就有着纷繁复杂的关系。二者同属刑事一体化范畴,都致力于犯罪治理研究。犯罪学是刑事政策的基础和理论前提;刑事政策是犯罪学和刑法学的桥梁,是犯罪学付诸实践的基本途径。在和谐社会的背景下,科学和谐的刑事政策应具备以下几点:高度重视犯罪学的理论和实证研究;发布科学准确的犯罪统计或者犯罪白皮书;全面实施社会治安综合治理。

As the internal branches of criminal science,there are complicated relations betw een criminal policy and criminology from the very beginning. Belonging to the category of criminal integration,both of them are devoted to the research of governance of crime. Criminology is the foundation and theoretical premise of criminal policy. Criminal policy is the bridge betw een criminology and criminal law,and the basic w ay to put criminology into practice. In the context of a harmonious society,the scientifically harmonious criminal policy should have the follow ing points： attaching great importance to the theoretical and empirical research of criminology; issuing scientific and accurate statistics on crimes or w hite paper on crimes; and implementing comprehensive management of social order.
