地市级政府提振实体经济政策体系的执行效果分析——以长沙市为例

Analysis of Implementation Effects of Municipal Government Boosting Real Economy Policy System

地市级政府将提振实体经济作为政策目标,在近年基本形成了较为完备的政策体系,推进政策实施也取得了一定成效。但由于政策体系本身科学性和适用性不够、政策压力施予不强、政策执行中存在体制机制障碍等问题,造成了当前地市级政府提振实体经济政策体系的执行效果还有待提升。应该从完善政策体系、加大推进力度、重视政策监督、拓展执行手段、强化统筹协调等多个维度来推进现有政策体系的执行。

mWith boosting the real economy as a policy goal,the prefecture level governments have formed a relatively complete policy system in recent years and obtained some achievements in the process of policy implementation. But there are some problems as follows：the policy system is not very scientific and applicable,there are some difficult issues related to the path selection of policy implementation,and there are institutional obstacles in the process of policy implementation. These problems have caused that the implementation effects of municipal government boosting the real economy policy system remain to be improved. We should promote the implementation of the existing policy system from such aspects as improving the policy system,strengthening the promotion,attaching importance to policy supervision,expanding the means of implementation,and strengthening coordination.
