Seizing the Historical Opportunity to Meet and Realize the New Glory of Open Universities

2012年,经国家教育体制改革领导小组和教育部批准的上海等六所广播电视大学向开放大学战略转型。短短5年的改革试点已显示出强大的生命力:极大地调动了开放大学及其所属地方党委和政府办学的潜力和积极性,加强开放大学制度建设;结合地区经济、科技和社会发展以及广大学习者的需要大力培养人才,并把培养质量摆在突出位置;强化信息技术应用,积极探索信息技术与教学改革的融合;探索建立"学分银行"制度,搭建通过多种学习途径培养人才的立交桥等方面取得了重要进展。广播电视大学向开放大学的战略转型标志着具有新的教育理念、新的办学和育人模式、新的运行机制的新型大学正在诞生。但开放大学试点时间毕竟还比较短,许多问题还处在摸索阶段,学校之间的发展和改革也不平衡。为了进一步办好开放大学,首先必须提高认识,坚定办好开放大学的信心和决心,每所开放大学还要找到改革创新的着力点,力争坚持在紧密结合地区经济、科技和取得社会发展以及广大学习者需求上有所前进和重大突破;聚集和整合最优质教育资源、提高人才培养质量;突出信息技术与教学改革融合;积极开展国际交流和合作。

In 2012,six National Radio and Television Universities,such as Shanghai Television University,began their strategic transformation to the open universities approved by the Leading Group of Educational Reform and the Ministry of Education. Through five years' pilot experiment,we have seen a strong vitality: greatly mobilizing the potential and enthusiasm from the open university and its local party committees and government to strengthen the construction of open university systems; combining with regional economic,technological and social development and the needs of learners to vigorously cultivate talent,and put the quality of training in a prominent position; strengthening the application of information technology,and actively exploring the integration of information technology and teaching reform; emphasizing the establishment of ' credit bank' systems to set up a variety of learning ways to cultivate the merit of the overpass. The strategic transformation of radio and television universities to open universities has marked the birth of new universities with new educational ideas,new educational and educational models,and new operational mechanisms. However,the pilot phase of open universities,after all,is still relatively short,many problems are still in the exploratory stage,the development and reform between universities are not balanced. In order to further develop the universities,we must first raise our awareness; strengthen the confidence and determination of the open universities; find the focus of reform and innovation in each open university; and strive to adhere to the needs of economic,technological,and social development. We should also integrate the highly-qualified education resources; improve the quality of personnel training; highlight the integration of information technology and teaching reform; and actively promote international exchanges and cooperation.
