军民融合产业创新平台运行机制与评价指标体系研究——以江苏省为例

Research on Operational Mechanism & Evaluation Index System of Military-Civilian Integration Industry Innovation Platform——Taking Jiangsu Province as an Example

[目的/意义]军民融合产业创新平台是推动我国军民融合深度发展战略的重要工具,随着"互联网+"在平台内的深度融合,平台运行机制将逐渐突破人才、资金、区域等制约因素。该背景下的平台机制及评价指标研究对促进军民融合国家战略具有一定现实意义。[方法/过程]基于"互联网+"驱动军民融合产业创新平台运行机理,从科研创新、智能生产与服务支撑、信息传输、基础设施及环境支撑、平台规制5个方面建立了平台评价指标体系,共包含5个一级指标和24个二级指标。其次,通过构建灰熵层次分析模型并结合评价指标体系对江苏军民融合产业示范基地进行实际评估。[结果/结论]研究表明,科研创新能力和智能生产与服务能力是军民融合产业创新平台需具备的核心能力,信息传输、基础设施及环境支撑和平台规制能力是平台顺利运行的重要保障。

[Purpose/Significance]Military-civilian integration industry innovation platform is an important tool to promote the in-depth development of military-civilian integration strategy in China. With further integration of " Internet+" on the platform,the constraints of talent,capital and region of the platform operating mechanism will be gradually broken through. The research on platform mechanism and evaluation index in this context has certain practical significance for promoting national strategy of military-civilian integration.[Method/Process]This paper builds an evaluation index system according to the operation mechanism of the military-civilian integration industrial innovation platform driven by the " Internet +" strategy. 5 first-level indexes and 24 second-level indexes are included. In addition,the paper constructs an expert comprehensive weight model based on the information entropy theory,the degree of deviation and the theory of gray system,and also sets the standard score of each indicator for the Military-Civil Integration Industry Demonstration Base of Jiangsu.[Result/Conclusion]The research shows that the abilities of scientific research,intelligent production and service are the core competences of military-civilian integration industrial innovation platform; the ability of information transmission,infrastructure & environmental support,and platform regulation are the important guarantees for the smooth operation of the platform.
