摘要 目前国内制冷行业环保意识普遍缺失,在生产使用过程中制冷剂的乱排滥放现象严重,而国内目前尚无成熟的制冷剂回收体系对制冷剂的回收处理进行规范,也没有完善的法规和直管部门对制冷剂乱排放行为进行约束,同时,现有的制冷剂回收机回收速度不尽完美,这些均导致整个行业及制冷空调厂商对制冷剂的科学使用与回收的环保意识和责任心的缺失。上海雾霾等环境问题日益恶化,而《蒙特利尔议定书》中规定的中国的HCFCs淘汰目标日益接近,在该背景下对上海市制冷空调行业的2012—2013年间的制冷剂使用回收情况进行调研,并与之前的数据对比分析,为相关法规及体系的研究提供指导,同时,提出一种新型的制冷剂回收机设计理念促进制冷剂回收。 At present,the lack of environmental awareness in the refrigeration industry is common,and the slather using and arbitrary discharge of Freon is terrible,but there is no refrigerant recovery and handling system to guide the related operation,and the laws and regulations are not perfect enough to restrain it,at the same time,the recovery rate of the existing refrigerant recovery machine is not perfect,these all result in the lack of environmental awareness and responsibility in the refrigeration industry. The fog and haze and other environmental problems deteriorates every day,and the HCFCs eliminating target of China set by the Montreal Protocol is getting closer,in these backgrounds,the refrigerant's using and recovery condition are surveyed and investigated for the refrigerant industry in Shanghai from 2012 to 2013,comparing with the data before,providing the guidance to research the relevant regulations and recovery systems,proposing a new design of refrigerant recovery machine to promote the recycling of refrigerant.
