调查报告在事实的基础上,重点关注通过劳动力转移实现贫困户脱贫的问题,考虑国情、省情、村情等情况,国情方面:在2015年的时候,习总书记就强调要坚决打好扶贫开发攻坚战,加快民族地区经济社会的发展。^([1])省情方面:青海省响应国家的号召,研究制定了《青海省转移就业脱贫行动计划》,提出到2019年底,努力实现转移就业贫困家庭劳动力31.5万人(次)、职业技能培训8.2万人(次),确保每个有富余劳动力的贫困户至少有1人实现转移就业,^([2])在通过对尕庄村的实地调查,访谈中不难发现劳动力就业与贫困之间存在着一定关系,基于这样的情况,实现尕庄村贫困户的脱贫,需要劳动力的转移输出。

In terms of provincial conditions： in response to the call of the state, Qinghai Province studies and formulates the ＂Qinghai Provincial Action Plan for the Transfer Employment and Poverty Alleviation＂, and proposed that by the end of 2019, trying to achieve the transfer of employment of poor families 315,000 person（times）, vocational skills training 82000 person（times） to ensure that at least 1 person from every poverty-stricken household with surplus labor force will be transferred and employed. Through the field survey and interviews with Gajiazhuang Village, it is not difficult to find that there is a certain relationship between employment and poverty in labor force Based on such a situation, it is necessary to realize the transfer of labor force from the poverty-stricken households in Gazhuang Village.
