邓小平同志在晚年以极大的精力加强中共中央政治局建设尤其是中央政治局常委会建设,提出了一系列重要思想。阐述了中央政治局常委会建设事关党中央是否成熟、有能力;明确了中央政治局常委的选拔标准:政治上坚持四项基本原则,行动上坚持改革开放,工作上推动改革开放有成绩,作风上真正反腐败,年龄上要注意年轻化;规定了中央政治局常委会的运作原则:中央常委会考虑问题要着眼于长远和大局,中央领导同志的眼界和胸襟非常重要,中央最高层成员承担责任要放眼一切方面;告诫中央政治局常委会应该有个领导核心,阐述没有核心的领导是靠不住的,具体明确了第三代领导集体的核心,要求注意树立和维护领导集体的核心,告诫中央常委要以"五个相互"的处事原则来维护核心;要求中央政治局常委会必须有权威。

In his later years, comrade Deng Xiaoping devoted great efforts to enhancing Politburo building of the CPC Central Committee, putting forth a series of ideas on it. He stated that the Politburo building matters greatly for it concerns the maturity and capability of the Party Central Committee. He made explicit the criteria for selecting members of the Standing Committee, i.e. , adherence to the Four Cardinal Principles in politics; adherence to the reform and opening up in action; outstanding performance in promoting reform and opening up in work; anti - corruption in work style; younger in age. He specified the operating principles for the Standing Committee： the Standing Committee should bear in mind the overall and long - term interests ; the leadership of the Party Central Committee should be visionary and broad - minded ; and the top leadership of the Central Committee should be will- ing to take responsibilities and think in the big picture. He cautioned that the Standing Committee of the Politburo should have a leadership core, and expounded that the leadership without core is unreliable. He finalized the core of the third generation collective leadership, demanded that the leadership core should be set up and upheld and that the Standing Committee members should uphold the leadership core under the ＂Five - One - Another＂ princi- ple. He insisted that the Standing Committee of the Politburo should have authority.
