关于认清“宪政民主”实质的若干问题

On the Essence of “Constitutional Democracy”

"宪政民主"是基于西方历史文化传统而发展形成的一种政治理论样式和政治实践形态,具有浓厚的西方政治法律色彩,其实质是符合西方历史文化传统的一种政治制度,即西方民主。尽管"宪政民主"对我国社会主义民主法治建设具有一定启示意义,但其在多个方面都存在着难以掩饰的缺陷和弊端,绝非"完美"和"理想"。因此,我们对待"宪政民主"的科学态度,只能是批判地借鉴,绝不能盲目照搬。我们既要批判和抵制其错误,又要借鉴和吸取其优长,进而创新话语体系,增强自我话语权,走稳走好中国特色社会主义政治发展道路。我们还要切实搞好研究宣传,旗帜鲜明地表达我们的立场,以求得宣传成效最大化。

＂Constitutional Democracy＂, formed on the basis of the western historical and cultural tradition, is a theoretical pattern and pragmatic form of politics. It is featured with the western politics and laws. In fact, it is a form of political system which conforms to the western historical and cultural tradition, i.e. the western democracy. Although the ＂Constitutional Democracy＂ has certain enlightenment to the construction of socialist democracy and rule of law in China, it has many defects and drawbacks that are difficult to conceal in many aspects, which are far from perfect or ideal. Therefore, a scientific attitude towards ＂Constitutional Democracy＂ is to learn from it critically and never blindly take it all. To be specific： it is necessary to criticize and avoid its mistakes, but also learn from and absorb its strengths and advantages. And then we should innovate our dis- course system, make our voice to be heard, and tightly uphold the socialist road of socialism with Chinese char- acteristics. Besides, we should spend more efforts on the research and publicity to express our ideas clearly and directly so as to maximize the effect of publicity.
