新农合基金风险管理指标体系的研究

Study on the Index System of the Fund Risk Management of New Rural Cooperative Medical System

运用德尔菲专家咨询法、变异系数法及模糊综合评价法从指标重要程度、风险发生可能性及风险危害程度3个维度,环境风险、制度风险、基金筹集风险、基金支付风险和管理风险5个方面建立新农合基金风险管理指标体系。经检验专家咨询结果可信,指标三个维度比重为4∶3∶3,指标风险程度综合排序前三位的一级指标分别是基金支付风险、制度风险和管理风险。由结果看在基金运行监管过程中应重点加强基金支出环节的控制、制度安排的合理性及基金的有效监管,进而降低基金风险。

Build new farming fund risk management index system through Delphi expert consultation method, the variation coefficient method and fuzzy comprehensive evaluation method, three dimension of importance , risk possibility and risk degree, five aspects of environmental risk, system risk, funds pay raise venture, fund risk and management risk. Expert consultation results are to be believed after inspection . the index proportion of three dimensions is 4： 3： 3. As the aspect of index risk degree, the first rank indexes of the top three indexes are the fund payment risk, the system risk and the management risk. So strengthening the Control of fund expenditure, the rationality of system arrangement and the effective supervision of fund in the process of fund opera- tion supervision come to decrease fund risk.
