全球经济新变局与中国的应对策略

New Changes in the Global Economy and China's Coping Strategies

近年来,国际上逆全球化思潮泛起,保护主义、民粹主义、孤立主义凸显,难民危机、恐怖主义等对经济造成巨大冲击,这些复杂变化在欧洲、中东表现得尤为明显。为此,我们于2017年4月赴法国、波兰、以色列进行调研,与法国战略与预测总署共同举办了中法经济研讨会,与法、波、以三国政府部门和智库进行了11场座谈交流。从调研情况看,这些国家应对全球经济变局的主要做法是:加快经济社会改革重塑国家竞争力,推动经济转型应对内外环境变化,加大科技创新力度抢占制高点,创新区域经济合作机制增强发展活力。研究和总结这些国家的经验,我们应坚持把供给侧改革作为应对全球经济变局的根本途径,更加注重凝聚社会共识推进改革,更大力度实施创新驱动战略,加强"一带一路"建设的国际合作,并加快推进宏观经济政策国际协调机制建设。

In recent years,the De-globalization trend rises up, accompanied by a strong protectionism,populism and isolationism,problems such as refugee crises and terrorism made a huge impact on the economy,which were especially vulnerable in Europe,Middle East. So we carried out a survey in France,Poland and Israel in April,2017,co-hosted the Sino-French Economic Seminar with France Stratégie（Commissariat Général à la Stratégieet à la Prospective-CGSP）,and conducted11 symposiums with the government departments and think-tanks of France,Poland and Israel. By the survey,we summarize that their coping strategy to the new changes in the global economy is： to accelerate economic and social reforms to reshape national competitiveness; to promote economictransition to face the internal and external environment change; to strengthen scientific and technological innovation to seize the commanding heights; to innovate the regional economic cooperation mechanism to enhance the development vitality. Learning from their experience,we should always consider supply side reform as the principal way coping with the new changes in the global economy,strengthen social consensus to promote the reform,pay more efforts to implement the strategy of innovation-driven,trengthen ＂The Belt and Road＂international cooperation and accelerate the construction of the international macroeconomic policy coordination mechanisms.
