领导干部决策智慧要论

On Decision-making Wisdom of Leadership

决策是领导者最基本的职责,领导干部做决策,既要遵循决策的一般规律,又要掌握决策的智慧。具体来说,要做好以下方面。领导干部要抓住时机,果断迅速地做出决策;要善于把复杂的问题简单化,把握住问题的本质;要注意发挥集体智慧,敢于决断,敢于拍板,敢于负责;把功夫下在决策之前,不做无准备之事;要慎之又慎、考虑周全;善于抓住问题的关键和要害;注意看到利中之害、害中之利,冷静权衡,趋利避害;既在决策部署上严格严谨严肃,又在决策执行上高标准严要求;坚持在全面深入调查研究的基础上作出科学决策;用联系的观点看问题,使决策"一子落下,满盘皆活";严格规范的程序是决策科学化的重要保证;要多听取各方面的意见,分清是非,做出明断;要尊重民意、反映民意,也要引导民意;善于"回头看"检验决策执行效果,总结经验教训;要提高运用法治思维和法治方式推进工作的能力,养成统筹规划依法、遇到问题找法、解决问题用法、化解矛盾依法的思维习惯。

Decision-making is a basic duty for leadership. A leader should possess wisdom and act in compliance with the laws of decision-making. To be specific,he should do as follows： seize the opportunity and make the decision resolutely and timely; grasp the essence of the matter and unravel a complex problem into a simpler one; dare to form a judgement,make the final decision and take the responsibility while marshaling collective wisdom; do adequate homework before making a decision and never act before preparation; act with extreme prudence and full consideration; capture the crux of a problem,weigh both advantages and disadvantages,and go for advantages and avoid disadvantages; be rigorous’strict and serious in deployment of decision-making and set high standards and requirements for its implementation; stick to scientific decision-making on the basis of thorough and in-depth investigation and research; view a problem from a perspective of connection, ＂ making one go to turn the whole game＂; follow strict and standard procedures to ensure scientific decision-making; make sensible decisions by seeking opinions from various parties and distinguish right from wrong; respect,represent and guide public opinions; ＂ look back＂ constantly to examine the effect of its implementation and summarize experience and lessons;improve the ability to promote work with a law-based philosophy and way of thinking that features relying on law to coordinate the plan,turning to law when encountering problems,using law to solve problems and dissolve contradictions.
