抗战时期陕甘宁边区矿产资源开发政策研究

Study of the Exploitation Policy of Mineral Resources in Shaanxi-Gansu-Ningxia Border Region during the Anti-Japanese War

陕甘宁边区在抗战时期对于矿产资源开发尤为重视,积极制定和实施了一系列有关石油、煤炭、食盐等矿产品的政策和措施来确保矿产资源的合理开发利用,从而达到以调整经济结构优化产业结构、以市场调控手段缓解政府财政危机、以社会保障制度提升就业和社会福利、以政策制定巩固党中央政权的目的。

The Shaanxi-Gansu-Ningxia border region attached great importance to the exploitation of mineral resources during the Anti-Japanese War period. It formulated and implemented a series of policies and measures related to petroleum, coal, salt and other mineral products to ensure the rational exploitation and utilization of mineral resources, so as to optimize the industrial structure by adjusting the economic structure;relieve the financial crisis by means of regulating the market; improve the employment and social welfare by the social security system; eonsolidate the central government by the policy.
