江苏省国家高新区“争先进位”的国内对标分析

Domestic benchmarking analysis of Jiangsu national high-tech zone

文章依据科技部发布的《国家重点园区创新监测报告2014》,将江苏11家国家级高新区与中关村、成都、张江、深圳、武汉、西安6家科技部认定试点的世界一流高科技园区进行对比分析,主要结论为:江苏国家高新区企业数量众多,单体规模较小;高新技术产业贡献突出,整体创新实力不强;研发机构数量较多,创新服务机构偏少;国际化程度较高,技术输出能力不足。建议今后从3个方面进行突破:一是培育旗舰型创新企业,引领创新驱动发展;二是培育创新服务机构,完善创新生态系统;三是培育开放创新新特色,发挥开放创新新优势。

According to the National Key Monitoring Report 2014 released by the Ministry of Science and Technology, this paper makes a comparative analysis of the 11 national high-tech zones in Jiangsu and Zhongguancun, Chengdu, Zhangjiang, Shenzhen, Wuhan, Xi ＇an 6 world first-class high-tech park recognized by the Ministry of Science and Technology. The main conclusions are as follows： the number of enterprises in Jiangsu national high- tech development zone is large, and the scale of the monomer is small; the contribution of high-tech industry is outstanding, and the overall innovation strength is not strong; the number of R＆D institutions is large, and the innovation service institutions are few; the degree of internationalization is high, and the technical output capacity is insufficient. It is suggested to break through 3 aspects in the future： one is to cultivate flagship innovative enterprises, leading innovation driven development; two, to cultivate innovative service institutions and improve innovative ecosystems; three, to foster new features of open innovation and play a new advantage of open innovation.
