烟草行业工程建设项目最适评标方法的探讨

Discussion on the Optimal Evaluation Method for Construction Project of Tobacco Industry

招标投标活动的实质是发包人对项目承包方进行择优选择的过程,而评标方法是招标投标活动中评标环节的直接依据。论文分析了处于国家垄断专卖体制下的我国烟草行业工程建设招标投标活动中社会关注度高、强制公开招标范围广、实行投资限额控制、招标前设计深度不足等特点,结合实践对最低价中标法与综合评分法的实施效果进行了分析,提出综合评分法是现阶段乃至今后较长时期内,适合我国烟草行业工程建设项目实际情况的评标方法,同时对现有综合评分法提出了优化建议。

The essence of bidding and bidding activities is the process of selecting the contractor of the project contractor, and the bid evaluation method is the direct basis otthe bidding process.This paper analyzes the construction project in the national monopolymonopoly system of China＇s tobacco industry bidding activities of the high degree of social concern, compulsory public bidding scope, implement the investment quota control, before bidding design features such as lack of depth, combined with the practice to analyze the implementation effect of the lowest bid method and the comprehensive evaluation method is put forward. Comprehensive evaluation method is present and in the future for a long period, the evaluation method suitable for the actual situation of construction projects in China＇s tobacco industry, at the same time, the optimization suggestions for the existing comprehensive evaluation method is put forward.
