环境邻避运动参与主体的诉求指向及思维向度

On Appeal Directions and Thinking Dimensions of Participant Subjects in Environmental NIMBY Movements

对参与主体诉求指向的精准定位,是针对性治理环境邻避运动的重要参考依据。参与主体的思维向度对其具有较强的解释力:经济理念与公平比较的思维塑造了参与主体的利益补偿诉求;风险认知的偏差与地方依附感使参与主体更加关注局部的安全保障;基于环境发展观与民众的权利意识催生出环境权利的诉求。相应而言,环境邻避运动的解决方案也应具有针对性:增加补偿力度与补偿的公平性;提高参与对象风险认知的科学性;提升参与对象的参与渠道和信息了解度。

The accurate positioning of the participant subjects＇ appeals is an important reference for the targeted governance of the environmental NIMBY movements. We found that thinking dimensions of the participant sub-jects have stronger explanatory power to it. the thought of economic idea and fair comparison shapes the appeal direction of the participant subjects＇ benefit compensation; the deviation of risk cognition and the sense of place attachment draw much attention of local security to the participant subjects; based on the concept of environmen-tal development and public awareness of rights,environmental rights have been spawned. Correspondingly,the solution to environmental NIMBY movements should also be targeted： efforts and fairness of compensation be im- proved; scientific risk perception of the participant subjects be developed; channels and information for subjects to participate be broadened.
