改革开放以来,"依法治国"与社会发展的关系问题一直是我国党和政府普遍关注的社会现象。中国"全面建成小康社会"宏伟目标的实现,不仅是"我国社会发展"的内在逻辑规定,而且有其客观的社会现实基础。文章以"法治"的再认识为基础,系统分析了"法治、法治中国与‘全面建成小康社会’之间的逻辑关联",阐述了"驱动创新、统筹协调、法治中国、区域发展与市场引领"等战略选择和基本原则。我国党和政府基于"全面建设小康社会"的新形势和经济新常态的客观现实背景,必须秉承"创新-协调-开放-绿色-共享"的发展理念,适应"时代新形势"和"经济新常态"的宏观背景,遵循"四化(社会化-法治化-民主化-国际化)"的思路,充分发挥政府的"引导-管理-服务职能",有效"消解社会矛盾、提供社会公正、维护社会秩序,促进社会的良性运行和协调发展,以提高公众的生活质量",以期"全面建成小康社会"。

Since the reform and opening up,the relationship between "rule of law" and social development has been a common social phenomenon of by the party and the government of our country.The realization of the grand goal of China's "build a well-off society in an all-round way" is not only the "internal logic" of "social development of China" but also has its objective,and realistic social foundation.Based on the macro background of the deepening of globalization and the social and economic sustainable development in our country,on the basis of the re-understanding of "rule of law",the paper has not only systematically analyzed the "logic relationship" of "rule of law,ruling the country by law" and the "build a well-off society in all-round way" but also expounded the strategic choice and basic principle of "drive innovation,overall coordination,the rule of law in China,regional development and the market leading" in the "building a well-off society in an all-round way".In the meantime,the paper has not only discussed the basic path of its implementation but also provided a workable practice operation framework.
