Reflections on Promotion of Open Development Strategies in South west Border Areas of China

西南边境地区推进开放发展,具有重要的战略意义和现实诉求,发挥着窗口效应和内通外联的桥头堡作用。然而,该地区推进开放发展,将面临观念落后、交通闭塞、政策保守、交流障碍等现实挑战。为此,必须坚持互利共赢、平等合作、公平竞争、包容互鉴等原则,创新开放发展的战略思维,完善内外联动的基础设施,制定双向高效的开放政策,提升开放人才素质,从而形成开放发展的新局面,更好发挥其窗口与辐射作用。

Promotion of open development strategies in south west border areas of China is of strategic signifi-cance and practical appeals,and plays a bridgehead role of window effects and domestical and international connectivity. However, open development strategies in south west border area of China witness practical chal-lenges of backward concept, underdeveloped transportation,conservative policies,and defective communica-tions. Accordingly,efforts need to be made to stick to the principle of mutual benefit and win-win results, e-quality-based cooperations, fair competition, inclusiveness sand mutual learning, innovate the strategic thinking of open development, improve infrastructures for domestical and international connectivity, formulate efficient bidirectional open policies, improve the open talents＇ quality, thus creating a new situation for open development and better achieving its windows and radiation effects.
