Research on the Governance Innovation Driven by Big Data

[目的/意义]大数据时代,政府的"数据孤岛"获得新的流动方式,数据的释放被赋予高价值的预期。[方法/过程]数据的深度分析为政府创新管理模式、实现智能化服务、提高系统内运行效能等创造了实现路径,但这一路径的实现面临着极大的挑战,包括对政府大数据如何应用,如何与外部数据进行耦合等问题尚有很多讨论空间。[结果/结论]文章围绕数据的汇聚、整合、共享、开放和应用,从理念、制度、技术、保障等方面提出对策和建议。

[ Purpose/significance] In the era of big data, the ＂data island＂ of government flows in a new way, and the release of data is given high expectations. [ Method/process ] The thorough analysis of data can provide a path for realizing government innovation management mode, intelligent service system, system operation efficiency upgrading, but the realization of this path is facing great challenges, including how to use big data of government, and how to couple with the external data, which need further discussion. [Result/conclusion] The paper focuses on data convergence, integration, sharing, opening and application, and puts forward countermeasures and suggestions from the aspects of ideas, systems, technologies and security.
