摘要
改革开放以来,中国城镇化逐步进入快速发展的轨道。快速城镇化进程受到全球资本流动与积累的驱动,城市不动产“动产化”,农村土地“城镇化”,形成了资本逻辑下的空间生产,取得了巨大社会经济成就,同时也带来了发展中的问题。为了克服资本逻辑的悖论,有必要利用国家调控力量,兼顾资本的效率与社会的公平,使空间生产的剩余价值回归到满足人民日益增长的物质文化需要。建议统筹国内外资本、统筹土地与人口城镇化,在坚持土地公有制的基础上,建立城乡用地界限分明、建设用地市场统一的新型城乡格局,一方面规避城市征地矛盾,保障城市空间的有序增长;另一方面赋予农村建设用地权限,为新农村建设提供强大的内生动力。
Since China's reform and openingup, the urbanization of China has gradually gathered pace. This rapid urban process has been driven by the global capital flows, the "de-fixitization" of urban fixed assets, and the urbanization of rural land. While tremendous socio-economic achievements have been made, under a capitalist logic, problems have also arisen for future development in the process of urban space production. To overcome the paradoxical capitalist logic, it is necessary for the state to use its regulatory power to strike a balance between the efficiency of capital accumulation and social justice, so that the surplus value reaped from the production of urban space could be redirected towards people's material and spiritual needs. To regulate domestic and global capital flows, balance the intertwining urbanizing processes of land and population, and integrate urban and rural development, it is suggested that on the basis of public land ownership, a new urban-rural pattern should be instituted through the demarcation of urban-rural land-use boundary and the integration of development land supply. On one hand, such measures will help avoid controversies in land requisition and rationalize the growth of urban space; on the other hand, by granting users' right to rural development land, they may also generate a strong endogenous momentum for building a new countryside.
