智库结构在政策议程确立中的作用研究--以结构功能主义为分析视角

寻找智库功能、政策议程确立和结构功能主义三者之间的关联,有利于在一个全新的视角下厘清智库结构和其功能之间的关系。智库应有以亚结构形式存在的智库信息感知结构,以彰显智库在政策议程确立中的初始价值。智库必须具有制度化的信息传导结构。智库的知识结构的最大的问题,是社会科学与自然科学的构成的非均衡化。在生产力高度发达的今天,仍然主要利用更适于农业社会的工具去认识现代社会的决策秩序,必将会力不从心。由价值结构决定的价值选择是政策议程确立中的首要命题。智库价值结构的独立性并不意味着一定要与社会系统的价值结构相对立。智库针对多元政策诉求进行的价值整合,对于公共权力机关在系统议程的基础上展开政府议程具有重要的铺垫意义。

The biggest problem of an intellectual structure of think tank is the unbalanced composition of social and natural sciences. In the highly developed today, it will be powerless if people mainly use the tools that are more suitable to agricultural society to understand modem social decision-making order. The choice of value determined by value structure is the primary proposition in the establishment of policy agenda. The independence of the value structure of think tank does not mean that it must oppose to the value structure of social system. Think tank integrates the value for multiple policy demands, which is significant for the public authority to carry out the government agenda on the basis of the system agenda.
