石狮市水务一体化改革的认识与探索

Cognition and Exploration of Water Affairs Integration Reform in Shishi City

石狮市水资源缺乏,而管理和利用却呈现"多头治水"的现象,已然不能适应新形势下生态城市、海绵城市的发展需求,需要进行水务管理体制改革。对石狮市水务一体化改革进行总结,介绍水务一体化改革后在城市排水防涝规划、城乡易涝点整治、污水处理厂的监管、水务融资建设等方面取得的成效。同时对改革存在的道路积水处理不清晰、行政执法不明确及技术人员缺乏等问题展开思考,可供其他城市管理者参考。

The water resources in Shishi City are lacking, but the management and utilization show the phenomenon of "multipoint water control". It cannot be adapted to the new situation for the development needs of eco-city and sponge city. It is required to carry out the reform of the water management system. This paper summarizes the integration reform of water affairs in Shishi City, and introduces the effect of water affairs integration reform in the urban drainage and waterlogging planning, urban and rural waterlogging point treatment, sewage treatment plant supervision and water financing construction. The problems of reform such as the unclear road catchment treatment, unclear administrative law enforcement and technical personnel shortage are considered at the same time, which can be referred for the managers of the other cities.
