文章就"十三五"期间污染源监督性监测工作存在的"要不要测"、"谁来测"、"如何测"、"测什么"4个问题,从国家法律、法规以及政策要求,结合基层环保工作的现状做出了积极探讨,并提出解决问题的方法与思路,为环保部门污染源监督管理提供借鉴。

This paper analyzes the four problems of ＂Is there a need to monitor？＂, ＂Who will carry out the monitoring？＂, ＂How to complete the monitoring？＂ and ＂What needs to be monitored？＂ in the supervision of pollution sources during the period of 13th Five-Year. From national laws, regulations and policy requirements, combined with the grass-roots environmental protection work to make a positive discussion of the status quo, and put forward the solution to these problems, which provide a reference for pollution supervision and management.
