东汉辽东太守祭肜考——两汉东北地方官员考系列之二

Study on Zhai Rong as the goveror of Liao-dong commandery in the Eastern Han dynasty—— The second essay of the series study on local officials of Northeast of China

两汉时期,历任辽东太守所留事迹不多。其中,东汉初的祭肜是最早一位有实际政绩的辽东郡长官。祭肜,云台二十八将之一祭遵的族弟,为光武帝所器重,得参议政事,外任居要县,政绩出色。然仕途的上升期却被派任到很不起眼的边郡,当有深意。东汉初,北部边疆压力很大。幽州境右北平、辽西一带,乌桓、鲜卑盘据,联结匈奴经常对渔阳、上谷及以西地区形成巨大冲击。针对这样的格局,依托辽东,与正北防御线相呼应,成为解决北部边疆压力的应对策略。祭肜以能吏的身份被派到辽东,并不只为保一地平安,史实证明,其更重要的使命是向西解决赤山乌桓等边患,经多年的努力,终不辱使命,对东汉时期东北诸边疆民族统治格局的确立有相当大的贡献。

During the western and eastern Han dynasty,there has been little records left about each Taishou of Liaodong province.But Zhai Rong who lived at the beginning of eastern Han dynasty was the first one with practical political achievements.Zhai Rong was a younger clan brother of Zhai Zun,who was one of the 28 Yuntai generals; he had been well thought of by Emperor Guangwu and took part in the discussions of political affairs.When he was assigned to local positions,he had been in charge of very important counties and proved be an excellent administrator.But when he was making progress in his career,he was sent to unimportant Jun at the boarder of the country.The authors think there must have been very important intention of the arrangement.At the beginning of eastern Han dynasty,the northern boarder was under great pressure.The minor people Wuhuan and Xianbei occupied Youbeiping and Liaoxi of You Zhou,and they also united Xiongnu people to attack Yuyang,Shanggu and the neighbourhoods.Under such circumstances,basing on Liaodong and acting in cooperation with the northern defending line had become a solution for the pressure of northern boarder. Zhai Rong was sent to Liaodong as a capable officer,his duty was far more than protecting Liaodong. History has shown that his more important mission was to finish off the troubles of Chishan Wuhuan on the west. After years of hard work,Zhai Rong did accomplish his mission and contributed much for the construction of governance over minor peoples at the northeast frontier of the eastern Han dynasty.
