基于当前国内外具有代表性的科创中心的案例、研究开发过程、管理经验和发展得失,得出建立世界级科技创新中心需要突破区域地理界限,通过多方协同促进的创新生态系统来集聚各类创新要素,并以科技先导性、产业带动性和经济辐射性作为自身发展特征,将便利的投资环境与产业的持续升级作为科创中心战略得以实施的先决条件,最后确保制定以人为本的政策保障机制。

Based on the cases of the current domestic and foreign representative science technology innovation center, through the research on the developing process, management experience, development gains and losses, it concludes that the establishment of a world-class technology innovation center needs to break through the geographical boundaries; collaborative innovation ecosystems can promote various types of innovative elements. It is characterized by the development of science and technology, industry and economy, which will upgrade the investment environment and industrial facilities as a prerequisite to implement the strategic innovation center, and ensure the development of people-oriented policy guarantee mechanism.
