对环渤海区域渤海生态环境治理的思考

Thoughts on Ecological Environmental Governance of Circum-Bohai Sea Region

渤海生态环境污染问题已经成为严重制约环渤海经济圈可持续发展的重要因素之一。尽管近些年来,中国政府对渤海环境的治理下了大力气,但效果均不理想。究其原因,主要是各地方政府将经济发展摆在首位、周边"利益相关"城市"各自为政"、缺少完备的法律法规配套机制及广泛而长效的公众参与机制等。目前,国际社会在处理类似渤海的内海环境污染问题时多采用跨界海域环境治理模式。该文通过为渤海生态环境治理的沿革及现状的分析,探讨在环渤海区域适用跨界海域环境治理的可行性,并提出完善渤海生态环境治理的一定思考。

The environmental pollution of Bohai Sea has become a major obstacle of the sustainable development of the Circum-Bohai Sea Economic Zone. Although the Chinese Government has made great efforts to improve environment of the said area,the results are not very impressive. The key reasons are as follows： local governments always put the benefit of economic development ahead,mind their own businesses instead of neighboring cities benefits,leak of regulations and sustainable public participation system. Nowadays,the most efficient method of dealing with this kind of situation is transboundary waters environmental governance. This paper discusses the development and current situation of Bohai Sea ecological environmental governance,as well as the feasibility of applying transboundary waters environmental governance. In the end,this paper proposes some thoughts on how to improve the ecological environmental governance of Bohai Sea area.
